Montenegro offers one of Europe's most accessible residency-by-investment programs. Property ownership — regardless of value — qualifies foreign nationals for a temporary residence permit. There is no minimum investment threshold for the standard residency program.
Temporary Residence Permit
The temporary residence permit (Boravišna dozvola) is issued for one year and is renewable. Requirements:
- Property ownership certificate from the Katastar
- Valid passport with at least 6 months validity
- Health insurance valid in Montenegro
- Proof of financial means — bank statement showing sufficient funds
- Clean criminal record from your home country (apostilled)
- Registered address in Montenegro
Application Process
Submit your application at the local police station (MUP) in the municipality where your property is located. Processing typically takes 15-30 business days. Cost: approximately €100 for the permit card.
Path to Permanent Residency
After 5 years of continuous temporary residency, you become eligible for permanent residence. Requirements include demonstrating ties to Montenegro, basic Montenegrin language knowledge, and a clean record during your stay.
Tax Benefits for Residents
Montenegro's tax regime is highly favorable:
- Income tax: flat 9-15%
- Corporate tax: 9-15%
- No wealth tax
- Property tax: 0.25-1% annually
- Capital gains: 15% (reduced if held 3+ years)
Citizenship Possibilities
After 10 years of legal residence, you may apply for Montenegrin citizenship. Montenegro's expected EU accession would make this citizenship even more valuable, offering free movement within the European Union.
